One of the conundrums that exhausts many municipal authorities is how to deal with clusters of old dwellings that were built centuries ago. Following are some problems of these public nuisance we need to familiarize ourselves with, coupled with possible solutions accordingly.

The most frequently mentioned problem with historical buildings is their livability. The utility facilities in century-old housing are obsolete by todays standards, whether these be electric and plumbing systems, underfloor drainage design, or anti-fire building materials, not to mention the apprehension about their building materials in terms of increasing needs for environmental protection and energy saving. Some might argue that these problems could be addressed by refurbishment; however, that begets another problemthe enormous cost of continuous and large-scale maintenance inevitably exacerbates austerity of many governments.

However, when properly evaluated, the dilemma of renovating or demolishing historical constructions will be tackled. For those dilapidated dwellings without cultural values, the authority should take steps to replace them with new housing which are designed to meet modern safety code. On the other hand, for those with cultural or architectural meaning, the administration can relocate their residents and rehabilitate these buildings for tourism purposes. By doing so, not only will the apprehension about livability be mitigated, the cost of maintenance can be offset by revenue from ticket sales.

It is my conclusion therefore, despite the livable and economic concerns of historical constructions, a combination of rehabilitation and demolition is needed according to the specific value of individual buildings.
