As far as I am concerned, governments have the responsibility to fund construction of infrastructure, no matter whether it is rails or roads as both modes of transport are invested with their own functions.
Investment in road schemes could carry immeasurable benefits to all road users including drivers, pedestrians and cyclists. This is primarily because smooth, smart and sustainable roads may decrease the likelihood of external social costs they entail such as congestion, accidents, pollution and depletion of oil resources, and so on. As well as reducing costs, roads surpass railways as they facilitate personal and goods transport in a more flexible and convenient way. Such flexibility and convenience could be further promoted with financial support from the government, which in turn prosper regional economy.
In contrast to road travel which enhances individual mobility at a relatively higher cost, railway transport has long been known as being cost-effective and being able to deliver large quantities of bulk materials and large queues of passengers in a swift way. Also noteworthy is that despite considerable loss of cropland in construction and occasional unpunctuality, railway transport is capable of carrying goods to those inaccessible faraway areas like mountainous regions or isolated wilderness regions. As a result of this, the investment in railway construction would to a large extent accelerate trade within or beyond national boundaries.
In both cases, besides boosting regional and national economy, the infuse of governmental fund into the construction of both modes of transport could boost the development of modern logistics, thereby creating more employment opportunities, and enhancing income opportunities.
All in all, both rails and roads make up the backbone of transport in a country, as a result of which, governments cannot afford to neglect either.
